How can I get the free wheel control to disengage on my Craftsman riding lawn mower?

The engine turns on, however it will not go forward or backwards. I did release the parking brake. I cannot move the mower when the engine is off also. I tried both positions for the freewheel control. Any suggestions would be greatly appreciated. I have to move this mower!

This is what the manual says.
Caution: Never engage or disengage freewheel lever while the engine is running.

To ensure proper operation and performance, it is recommended that th transmission be purged before operating for the first time. This procedure will remove any trapped air inside the transmission, which may have developed during shipping.

1. Place tractor safely on level surface with engine off and
brake set.

2. Disengage transmission by placing freewheel control in "transmission disengaged" position.

3. Sitting in the tractor seat, start the engine. After the engine is running move throttle control to slow position. With motion control lever in neutral position, slowly disengage clutch.

4. Move motion control lever to full forward position and hold for 5 seconds. Move motion control lever to full reverse and hold for 5 seconds. Repeat this 3 times.

5. Move control lever to neutral, shut off engine and set brake.

6, Engage transmission by placing freewheel control in transmission engaged position.

7. Sitting in the seat, start the engine. Move the throttle to 1/2 speed. With motion control lever in neutral, disengage clutch.

8. Slowly move motion control lever forward, after tractor moves about 5 feet, slowly move the motion control lever to reverse. After the tractor moves about 5 feet return the motion control lever to neutral. Repeat 3 time. It is now purged.
