Lawn Mower fouls Plug in 5 minutes?

Here is my Question? Please Read whole statement before you attempt to answer.
I have a Craftsman Lawnmower Model # 917.387650
4.5 Horse Power B&S Motor
I’m having Problems with it Carbon fouling the spark plug after about 5 minutes of use.
Keep in mind that there aren’t any adjustment screws on the carburetor.
I have put fresh spark plugs in it, gapped them to .030.
Put fresh Oil /Gas in, and I have cleaned/replaced air filter.
I have also ripped the top cover off to make sure that the recoil is free of debris.
The mower runs well for the first few minutes but will completely foul the plug to the point that it will barely
Run after about 5 minutes. Also here is the really strange thing. The last minute or so before it runs out of gas the mower will run smooth? Figure that? Also it will eat a whole tank of gas in about a ½ hour.
Any advice would be a great help.

Also sounds like carb. to me. but do you have blue or black smoke. If blue you have a oil problem if black then fuel. The complete carb. for this mower is PN 790206 or substitute no. 795475 and is 28.00 plus shipping from sears. If you want to try and replace the diaphragm and clean the old carb. The diaphragm is 3.00 from sears plus shipping. To check on all parts for the mower go to sears.com then the parts store. Type in model no. and go from there.
