Why does my Honda 3813 lawn mower take forever to get to speed in 5th gear?

So I'll shift into 5th gear and then it'll sit for several seconds and start to slowly roll, then maybe pick up speed, then slightly faster, and so on. And this is considering all of this is happening on flat smooth ground! Why does my little tractor do this? Is something screwed up with the drive clutch or the transmission?
Are there any adjustments I can make to help fix the problem?
NOTE: THIS IS A LAWN MOWER. It is supposed/designed to start in 5th gear! I have two identical mowers like this, and my other one gets to speed just fine in 5th gear.

Also note that the brake and clutch are on the same pedal (so you pretty much should brake to switch gears).

The way you worded the question makes it sound as you are starting in fifth gear, well theres your problem, its not supposed to ever start in that gear.
