can you create a tesla coil with an ignition coil from a car or a lawn mower?

No, one can't. A Tesla coil is a resonant transformer which is enhanced by a lambda/4 electric length of the secondary. It works with RF voltages and has no core.
The ignition coil from the lawn mower or car is a non-resonant pulse transformer which stores energy in the magnetic field in the core and then transfers it into the secondary when the current flow in the primary is interrupted.
These are totally different uses of electromagnetism to achieve very different objectives (rf discharge vs. spark).
The Tesla coil also produces several ten times higher voltages than the best ignition coil.
Both can hurt and kill you equally well, so please be careful when you do experiments.
