I am having trouble replacing cord on my mower.?

I have a Victa lawn mower (Australia) and I am trying to replace a broken cord, but I cannot get the cord to retract, I know there is a recoil spring but I cannot find it on this particular model. I am unsure of model no; Please help.
I am trying to replace the starter cord on my Victa lawn mower model no; VM168A2 but I am unable to locate the spring that retracts the cord back on to the spool. The set up of the engine is not like a Briggs & Stratton set up, where the top comes off and spring is under the cover, it must be somewhere in the engine or is a totally different design. Please help.

can you turn the spool by hand?

wind the proper amount of cord onto the spool and try to have the end lie flat against the rest of the cord. Then rotate the spool as if you were pulling the cord out. this will build up tension in the spring. When the cord broke, the spring turned the spool past the point of normal retraction. you can also wind the cord on and spin the spool by pulling the cord out the way that you normally would, then reach in there and turn the spool one or two extra turns without allowing the cord to wind on in the opposite direction by pulling it axially away from the spool and letting it ride around with it.

I have to say it is very hard to describe this action in words. It is usually something you would show.
