Craftsman mower starter rewing replace...?

I have a Craftsman pushmower with a Briggs 6.0 HP engine. The rewind cable is fraying, and I need to replace it. The rewind housing does not have bolts to remove it, but rather what looks like rivots. I was told to drill them out to remove the housing to install a new cord, but what do I do with the housing if I drill out the rivots? I have replaced other cords when I coul dunscrew the housing, and replace when done.

pull the starter cord out as far as it will go.the rewind cover has several holes in it.stick a screw driver in one of the holes,to hold the rewind pulley in place.use needle nose plyers to pull up the knot cut off the knot take out the cord .push the new cord in, again use the needle nose plyers pull the cord up and knot it .then remove the screw driver and it will pull in the new cord.hope this helps.
