Why does my lawn tractor run so rough unless choke is completely closed?

I have a John Deer ride on lawn mower. And It seems to start fine, but as soon as the engine gets going, and I should be pulling back off the choke, the engine starts doing this deep pulsating thing, like its revving up, and then losing it, revving up, then losing it again. And it just consistently runs like that unless I push the choke back in. I know the point of the choke is to restrict air flow and enrich the fuel mixture, but does that mean that the engine is getting too much air when i pull the choke off? If it runs fine with the choke completely on, does that mean its a good idea to just keep running it that way because it runs smoothly? Thanks for reading, your thoughts would be much appreciated. its being starved of fuel thats why it runs normally with the choke open. it wont do any harm but a service would be the best move.
